The Space Telescope Science Institute is located on the Johns Hopkins University Campus in Baltimore, MD.

The Business Resource Center is seeking a Budget Analyst to assist with the planning, budget development and control, scheduling, and reporting activities for the Institute. Position will apply financial training, knowledge and experience for determining the cost of work performed, allocation of appropriate labor and non-labor budgets, maintenance of staffing plans and other programmatic activities.

Successful candidates will be able to use spreadsheets, databases and other skills, assembles and analyzes financial information for the management of the STScl and its missions, and for reporting. Process improvement activities designed to make our planning, budgeting and tracking systems more efficient and effective will be a part of this role. The Budget Analyst will program materials, data and other sources of information, prepares reports and graphical material for use by the Directors Office, AURA and NASA.

Primary Duties:

Supports the development and review of the Institute's annual operating plans. Assists with development and evaluation of budgetary shortfalls. Reviews and recommends approval of changes to the annual plans in accordance with policy.

May assist with the development and preparation of indirect rates for the negotiation of contracts. Assist with the development and tracking of management plans and assists with their consolidation and costing.

Supports the preparation and development of the Institute's Indirect Rate Submission. Supports all government and external audits. Supports the revision and submission of the Disclosure Statement. Develop working relationships with DCAA and DCMA.

Tracks individual projects within the annual operating plans and analyze actual application of staff time and other resources against the planned effort. Identifies variances, investigates to determine the cause and helps evaluate manager solutions.

Support month-end close function developing and entering journal entries and providing timely reviews.

 

 

 

Requirements

Position requires knowledge of the concepts, theories, principles and practices of general and contract accounting, budgeting, forecasting, and financial analysis in a government contract environment. Knowledge of the FAR and CAS principles that govern financial transactions under government contracts required. Must be familiar with the development of indirect rates. Must be skilled in the use of a personal computer and software packages, i.e., Excel, MS Word, Access, etc. A working knowledge of data management and analysis tools and automated data processing systems is desirable, i.e., Costpoint.

Ability to independently perform the tasks outlined in the basic duties and to organize, analyze, interpret, and evaluate programmatic, staffing and cost data necessary. Ability to autonomously perform a wide variety of financial, administrative and technical duties requiring initiative, independent judgment and creative effort. Must have excellent verbal communication skills and the ability to write clearly and succinctly. Ability to establish and maintain effective working relationships with scientific, technical, and administrative staff required. Must maintain confidentiality of material.

Bachelors' degree in Business Administration, Accounting, Finance or related field is required. A minimum of two years of experience in accounting, financial analysis or a cost estimating position is required.
