Description

The Space Telescope Science Institute is seeking a Procurement/ Subcontracts Manager within the Business Resource Center to have oversight of operations including supervising the activities of staff. Ideal candidates will possess technical expertise, integrity and knowledge of purchasing and subcontracting matters; drafting of contract language; and federal, state and local government statutes and regulations.

We are looking for an individual that shares this dedication. Manager will develop working relationships, as well as handle complaints, settle disputes and resolve conflicts. The manager will be the decision-maker to organize and prioritize work. Proficiency with subcontracting process including knowledge of and skill in communicating effectively with subcontractors and contract negotiations required. Subcontracts experience in a cross functional setting will lead to success.

The manager should have knowledge of both procurement and contract administration in both government and commercial environments. Knowledge of the complex concepts, theories, principles and practices that govern legal and financial transactions, Federal Acquisition Regulations (FAR) and OMB A-122, especially as they pertain to Government contracting is important. The manager will need to plan, organize, and handle multiple demands expertly. Each day there will be a need to facilitate and build consensus of diverse ideas and opinions while mitigating or resolving conflict. Effective verbal and written communications skills are the foundation for success in this role.

Requirements

Position requires a Bachelor’s degree in Business Administration, Business Management or related field. Certifications such as CFCM, CCCM or CPCM desirable. Minimum of eight years increasingly responsible experience in Government procurement, commercial proposal preparation, negotiation and with a strong emphasis in subcontract administration including complex transactions. Manager should have team and project leadership. Experience working with SAP systems (Deltek Costpoint preferred) in a purchasing environment.
